Harmonisation of laws, clear cut policies and approach to international education is needed, says R.P. Sisodia
An International Workshop on the "Student Mobility and Knowledge-based Economies" was organised on 14 June 2013 at JNU Convention Centre by India Centre for Migration (ICM), a think tank of Ministry of Overseas Indian Affairs (MOIA) in association with International Migration and Diaspora Studies Project (IMDS), Zakir Hussain Centre for Educational Studies, School of Social Sciences, Jawaharlal Nehru University, New Dlehi and European Union Delegation to India, New Delhi.
Speaking at a Panel titled “Strengthening Student Mobility for Development of Knowledge-based Economies-Institutional and Policy Perspective”, Mr. R.P. Sisodia, Joint Secretary, Higher Education, Ministry of Human Resource Development, Government of India mentioned that about 200,000 students are migrating abroad and about 20,000 coming in to India. The tuition fee that spent on the students abroad is about 6 billion dollar which is almost equal to the entire higher education budget of India.
He said that both EU and India are in policy dilemma. With respect to India, he said, “on the one hand we talk of brain drain but on the other hand the same phenomenon also contributed to the soft power of this country”. Similarly EU’s shrinking economy demands more innovation and entrepreneurship. This can only be facilitated through inviting international skills and talent. However, there is still restriction in the visa. He said there is a need for harmonisation of laws, clear cut policies and approach to international education.
